Polka dots are timeless, wouldn't you say? They evoke memories of Julia Roberts in Pretty Women wearing the brown dress with cream polka dots.

Only one prominent piece of clothing should have the pattern, keeping accessories to a minimum. Or, just buy a polka dot accessory(A scarf, a tote, or a watch) to jazz up an outfit!
Ann-Marie Gurko also showed polka dots in her line at the Spring Fashion Week Cleveland Show last year. That part of the show made me feel energetic and happy, with the lively pattern and colors!

You're right, they do make you feel light and happy!
I'm so used to wearing solids that I'd have to probably ease into the whole polka dot thing with a scarf or such, as you suggest, but I do like the trend. That or I think I am in love with the idea of wearing Wellies, and love the cute ones you pictured!

My mother loves polka dots too and the pattern brings back many fond memories for me, as she used to wear a couple of beautiful polka dot skirts she sewed herself, when I was little. :o)
